R4 -- no plugins

Something must have gotten botched when i launched R4: The pre- 
compile plugins step took about 2 seconds on a default empty project,  
but I can't use any plugins in any of my projects. I know now that  
the plugins cache is stored in temporary items, but how do you force  
Rb to recompile the plugins?
