Windows: resource compiler / decompiler?

Can anyone recommend a windows command-line tool which will take an  
EXE and allow me to insert an arbitrary resource into it?   
Specifically, I'm looking for a way to allow my automated build  
system to put a big full color icon into an EXE that was built with  
REALbasic 4.5.      Last time I investigated this, it seemed like  
most of the windows resource tools couldn't add resources, only edit  
or delete them.
