I don't think they are

TemporaryItems absolute path is in /private/var/tmp

/tmp is just a link to /private/tmp

So they're not in the same location

without reading a pile of cleanup scripts I'm not sure if the TemporaryItems does get cleaned out regularly or on restart


I think the assumption you can make is they are temporary and they will be cleaned up 'sometime' however any well behaved application (in my opinion) should make every effort to clean up after themselves when done and should check if any cleaning up should be done when it is started up.

I'd assume the OS takes care of applications that crash before they delete the file._______________________________________________
