I think the assumption you can make is they are temporary and they
will be cleaned up 'sometime' however any well behaved application
(in my opinion) should make every effort to clean up after
themselves when done and should check if any cleaning up should be
done when it is started up.

If your application terminates normally you should clean up after
yourself
The point here was whether the OS also cleans up that folder like it
does things in /tmp
I'm fairly certain it must I just am not 100% sure
