Very well could be. I've seen it when browsing to a share on a different workgroup or domain, rather than a share local to the workgroup of the machine, which I know can be altered via the policy editor. Home Vs Pro isn't likely to have too much of an impact, beyond the lack of policy tools and the ability to join a domain.

I've seen it when running an .exe from a network drive.  In my case it
was a .NET assembly rather than a Win32 .exe, but I don't know that it
matters.  Whether or not the dialog is presented may depend on which
version of XP you're running (Home vs. Pro) and the security policies in
force.
