Dude, the best of ElfData IS ElfData, and RS has had the opportunity for
years to license the code. However, they didn't and there's nothing that
would lead me to believe they would now.
The criticism on RB's utter slow string processing has been around for
years (check the NUG archives). RS didn't care back then, what makes you
think they suddenly start to care now?

another 3rd party plugin. A big reason behind this I think a lot of us
prefer to work solely within RB or our OWN plugins - because of the risks
and hassles of incorporating 3rd pty libraries into commercial projects.
