The way we have done this is with Apple Events. I don't know much (ok, absolutely nothing) about InDesign, but I'm pretty sure using declares on a Quark XT would not work (although I must admit I have never tried). I have taken over a project that used Apple Events and it had never occured to me to try declares because the Apple Events did the job.
