OpenDBFCursor not found in current RB release

I need to call OpenDBFCursor() in my app. The DBF DB plugin is in the  
plugin
folder, but OpenDBFCursor() doesn't get resolved.

Any ideas, why I can't call it, although it is define in the LR?
