This is a well known situation and seems no likely to change.
It's funny that we (developers) often talk about providing our customers with the best purchase experience while RS simply ignore this fact.
Easy purchase = more purchases.

Anyway, have you tried to ask some other european distributor? If you are lucky they agree to sell you an upgrade plan (sic!) even if you are not in the same country as they are. Yes, if you are lucky, because many european business simply don't realize that in Europe we all use the same currency other than being all part of the EU. Just to make an example, a couple of years ago ASH refused to to sell me a REALbasic license because I'm not in Germany, Switzerland (which is not EU) or Austria.

I'm sure the italian distributor (http://www.accessoripc.com/ activesoftware/directory$dir=499) does accept credit cards. Not sure if they sell to non-italian customers. Worth a try.
