I'm afraid you'll have to hunt for the change yourself. I.e. copy the column sizes to a new property and in the mouse events, compare the actual column sizes with those in the new property to verify if there's been any change.

Would it not be easier to do the check in CellBackgroundPaint?

The problem would then be that you'd have to interpret the columnWidth property which is just a comma delimited string that can take many formats.

Whereas if you check it in the MouseUp event you just compare the full string with your stored copy of the full string. You don't have to figure out what has changed, you just know something changed and you save the whole string.
