The only problem with using CellBackgroundPaint is that there must be
at least one row of data for it to fire......

I'm afraid you'll have to hunt for the change yourself. I.e. copy
the column sizes to a new property and in the mouse events, compare
the actual column sizes with those in the new property to verify if
there's been any change.
Would it not be easier to do the check in CellBackgroundPaint? There
the size has already changed so could compare it to the stored value
for the column. If it changed take action and store the new value...
if not then return.
