I guess you could count Network Interfaces, which will give you a list of all devices capable of establishing a TCP/IP connection. There is no way to tell if a cable is plugged in, or you are in wireless range however.

With a bit of hard work you might be able to interface with a modem and see if there is a dial tone, if you want to use dialup.
