I've got Win2K running under VMWare Fusion on OS X (bridged). I can do any kind of network activity under Windows that I've tried, except for Remote debugging. The Mac side can't even see the stub.

I have the Mac and Windows firewalls turned off (to simplify things).

Has anyone gotten this to work, and if so, how?

Did you ever get this working ?
I just ran into an interesting situation that reminded me of the difficulty you were having

What I had done was set up Internet sharing of an airport connection
Then with the cable unplugged I was seeing an entry in the IDE for 192.168.2.1 This showed up when I did netstat -a but it was inactive so I could not figure out what it came from When I finally plugged in a cable then the Sharing panel enabled the "Stop Sharing your internet connection" option and I could turn the sharing off and this address disappeared
Then I could remotely debug to my Parallels and other PCs again

Until I did that I had all kinds of issues

Can you even ping the VMWare install when its running ?
Can you ping from the VMWare back to the MB ?

I get no connections between the two of any kind. I can hit an external connection from either one. I could probably rig up a proxy of some kind, or maybe even fart about with the routing to make this work, but it's easier to just use my PC. :-)
