For a FolderItem, f, check f.Permissions. The LR will give you more details, but basically, if a given digit is odd, it is executable.
The first digit corresponds with the owner; so if you own the file and the digit is odd, the file is executable. If the second digit indicates an executable file and you are a member of the group to which the file belongs, you can execute it. Finally (and the easiest to check), if the last digit indicates it is executable, then it is, plain and simple. (The last digit corresponds to all users, or 'world'.)
