Apparently this is a bug that continues to exist in RB2007r1 as well, so I filed a bug report.

It's sort of like a focus ring. Maybe it *is* a focus ring of sorts? Anyway... This border seems to be placed there to show the user the last row that was clicked. Clicking in an empty space in the ListBox deselects the row, but this border is still there. If you select a row programmatically, the row you changed to is selected, but, yes...the other border still exists on the previously select row.
