My two data points on India 1) last year Optus had one of their Mac to PC conversions done by an Australian company who successfully outbid an Indian company. I don't know if any of the other projects were done by Indian outsourcers but the local project was reportedly one of the best of the conversions. 2) I had a phone call a few days ago from some woman with a thick Indian accent offering programming at AU $80/hour, web development at AU $30/hour. From what I've read in several industry sites, the days of really cheap Indian labour are gone.
