My guess, without seeing it, is that the window is also always on top.

The only other windows that are always on top, I think anyway, are:

Global floating windows - Always on top of everything and with a different
titlebar than a document window.

Floating windows - On top of everything within the application and with a
different titlebar than a document window.

Modal dialogs - Will not allow you to interact with the application until
it's been dismissed).

I think one reason to use window type is that it 'looks better' or is more
appropriate than a floating window for some things.  Floating windows are
usually palette type windows or note windows of some sort whereas a the
modeless windows might be used for something more advanced like the search
window in RB, as Joe said.  Modal windows would obvious be very annoying for
this sort of use.
