My guess, without seeing it, is that the window is also always on top. The only other windows that are always on top, I think anyway, are:
Global floating windows - Always on top of everything and with a different titlebar than a document window. Floating windows - On top of everything within the application and with a different titlebar than a document window. Modal dialogs - Will not allow you to interact with the application until it's been dismissed). I think one reason to use window type is that it 'looks better' or is more appropriate than a floating window for some things. Floating windows are usually palette type windows or note windows of some sort whereas a the modeless windows might be used for something more advanced like the search window in RB, as Joe said.
