If you've ever designed a large website, you'll quickly come to realize that MSIE is a terrible burden on everything. It frequently involves creating two sites, one for MSIE, and one for everything else. MSIE has a talent of doing nothing right. And by right, I mean according to standards. And "because Microsoft does it this way" is not the standard.
However, I have been pleased with MSIE 7 as it does a very good job behaving itself. For my websites, I now don't care about MSIE 6 or lower. I give them a pleasant upgrade message. This is, of course, assuming the site doesn't behave in MSIE 6 already.
