Hello Lucila, Flash is more than adecuate to handle 2D animations for what you want to do.
As for RB vs Flash it really depends on what your doing. Is the project going to be sharable over the internet or is it localized to a local area network. If the latter then, I would use both if applicable. I would use RB for presentation, control, logins and db management.
