Mac is a bit more picky about the URL.  Add quotes around the times and it 
should work fine.  Thus:

http://video.c-span.org:8080/ramgen/gdrive/wj19991021.rm?start='50:49.5'&end='1
:35:48.0'

Prompted by some user mail I made a visit to my local MAC OS  and found that
links to *.rm files via ramgen do not properly work on MAC OS.

For example, the following URL,
http://video.c-span.org:8080/ramgen/gdrive/wj19991021.rm?start=50:49.5&end=1
:35:48.0
does execute ramgen and pass the .rm filename to the player.  However it
does not seek to the start and stop points in the *.rm file.  So the player
plays the entire .rm file instead of a clip.  If I create a *.ram file with
rtsp, the file does seek to the correct times.

Has anyone in the forum (especially mac users) seen this behavior?  Any
recommnedations how  to overcome it?
