not that it directly answers your questions, but I have ported the exlivpix
application to Unix and I use that utility to stream a jpeg RealPix image
which is then updated each time the image changes.

I would recommend an Axis webcam. It is able to produce a new 176x140 jpeg
every 0.8 seconds. The camera has a built-in web server and can periodically
transfer the image by FTP over a modem connection.
