Donovan,

You may be referring to the Bandwidth Simulator package, which is installed 
by default with RealProducer Plus.  The Bandwidth Simulator package is 
essentially a plugin to RealPlayer 7 which allows you greater control over 
the amount of bandwidth getting to the player.  Check your RealPlayer for a 
black box with an orange graph, next to the position slider.  If it was not 
installed initially, you should find the installer in the RealProducer Plus 
directory.
