You should take a look at the whitepaper for the RealServer
Administration System at

I have not done any work with this myself but there are basic javascript
methods that you can write and put in an html page for server side
JavaScript processing that allow you to access information in the
RealServer registry like client connection counts.  I am not sure what
the name of the registry entry is for current connected encoders but
there must be one.  You can retrieve a list of current live streams and
use this to markup your web page with indicator lights.
