It looks just like OPEN is failing to connect. Maybe there is a rebol process which is still connected on that port. Check your process list. Shut down all rebol processes and start fresh to be sure there are no ports tied up. Maybe the server isn't reachable or isn't running. Have you tried each line manually in the console ?
