Yep, both.  The Rebol/View EULA states:

You may redistribute the SOFTWARE provided that you include this entire License
AGREEMENT, and all copyright and trademark notices; and agrees to indemnify,
hold harmless, and defend REBOL from and against any claims or lawsuits,
including attorneys' fees, that arise from use, reproduction, or distribution of
the SOFTWARE.

For source protection, and to create standalone apps, you become a
rebol/alliance member.  This involves earnings reports and a $499 licensing
advance, so its pretty much limited to the very serious.  I hope to join soon.
