Chili Potato Casserole

1 pkg. scalloped potatoes or Cheddar scalloped potatoes
1 lb. ground beef
1/4 c. chopped onion
1/2 c. chopped green pepper
salt and pepper to taste
2 to 2-1/2 tsp chili powder
2-1/2 c. water
1 15-oz. can chili or kidney beans undrained

        Preheat oven to dg400. Empty potatoes into a 2-quart casserole.

        Brown ground beef, onion and green pepper with salt and pepper in
skillet until beef is done and vegetables are tender. Drain. Stir in
sauce mix from potatoes, chili powder, water and beans. Stir ground
beef mixture into potatoes. Cover and bake for 40 minutes. Sprinkle
with Cheddar cheese 5 minutes before removing from oven.
