Actually, maybe I don't understand you correctly.
But you have to convert NellyMoser to G.729 or G.711 -> codecs used by RTP
protocol, which is used together with SIP protocol (Signals) to transfer
calls in VoIP.

Without this realtime transcode - you are deadman, pirate.

VoIP is real time. So, why can't you use a flash player locally at the 
Red5 side to stream it to Red5? The 'real time' issue with converting 
Nellymoser to get MP3's isn't really a problem. On the VoIP client side 
there are some open source Java softphones available.

Maybe I'm dreaming.
