If you are also using the flash 8 and 9 player, there is a config  
file to allow local files full access to stuff, its in a particular  
policy file in the Application Data directory on windows or  
Preferences on mac osx. Sorry if im vague on it, if you are using  
flex builder2 it stores information in this file for you.
