I'm curious... Not having done these types of tests in the past... Does
it take significantly more resources to stream live than stream from a
file? Or are these the same types of numbers we would seem if trying to
stream from an flv?

Could you try and force a frame rate to 25 ?
Something like this :
client_cam.setMode(x, y, 25);
client_cam.setQuality("your max upload speed :p ",0);
Just to see if its gets more smooth.. 100% smooth would really kick ass
