I'm curious... Not having done these types of tests in the past... Does it take significantly more resources to stream live than stream from a file? Or are these the same types of numbers we would seem if trying to stream from an flv?

 From Denmark :

I get about 11-16  in framerate and 1.5k - 2.0k  in buffer

When I see the cars drive, its not 100% smooth.. But it is still very nice.

Could you try and force a frame rate to 25 ?
Something like this :

client_cam.setMode(x, y, 25);
client_cam.setQuality("your max upload speed :p ",0);

Just to see if its gets more smooth.. 100% smooth would really kick ass ;-) ..

Just an idea

Note: The test page now launches 4 client connections on the page.

Currently there are 54 connections and the server is performing much better than before. Cpu(s): 5.6%us, 2.3%sy, 0.0%ni, 89.4%id, 0.0%wa, 1.3%hi, 1.3%si, 0.0%st
