Well...thats what you would use a list element for. Maybe we're all jumping the gun a little. Are you trying to create a list where you can add and sort user created pages that are attached to the list, or are you literally just trying to make a list of links to display as part of an existing web page?
If its the latter, what you would do is write out what you want in a text element as seperate lines, like: link one link two link three link four Then take the ones you want to make a hyperlink and use the text tools. You can put in a regular URL or even link it to other pages in your CMS. Then highlight the whole thing and make hit the list button. If its the former...It sounds to me like its doing what you said you were looking for, so maybe you should re-state what it is you want to accomplish so we can be sure.
