Well, RedDot mentioned to me that the generation of pages is not based on which anchors exist in the content classes. Instead, they depend on which links exist in your templates. Basically, the publishing procedure looks at only the structural elements that are included in your template. For example, if you have an anc_link as part of your content class, but do not use it in your template, none of the pages attached to it will be published. I have yet to test this answer from RedDot and can't help but feel how strange the answer is.
