My guess is that you do not have a language variant set as the default view. This is under Administer Project Settings -> Language Variants - > Click on English and Action Menu -> Edit Language Variant. Make sure it is set as the main language.
You should be able to delete pages from Administer Project Settings, but this is dependent upon your permissions that are controlled by Authorization Packages, or the Default Authorizations.
