You're looking at the templates (within content classes) which are
just the structural 'building blocks' for actual end pages. If you
open up the 'Administer Project Structure' node, you're then looking
at instances ('pages') built from those templates. You might have a
very sparse tree if this has been created totally from scratch, so you
might need to do some initial setup - without knowing this, it's
difficult to give any further info.

As soon as you have a 'page' created from your content class, you'll
be able to expand it, select your anchor, and the options I previously
referred to will then be visible in the action menu.
