I don't believe this is possible. If an image isn't being used on a
page somewhere, it wouldn't have a publication package attached to it
and would likely just publish to the root.  There might be a fancy
workaround but all I can think of doing is just having a dummy page
with a text element that you can drop all the images you need
published onto.
