We create a "special" page on the tree to attach all the images we
want to publish, then give the "special" page a file name like "image-
lib.dll" (IIS won't deliver a dll file over the web, even if it is
really a text file).

The "special" page is geared toward SmartEdit users to make it easy to
select and manage the "special" images they want published.

If that seems like too much trouble you could just FTP/copy as Kim
suggests.
