IIRC the HTML (Draft) variant is for draft versions of your templates
-- it will not publish the draft (unapproved) versions of your
*content*. In your project settings (State --> Administer Project
Settings --> Project --> General Settings) you need to switch
"Template release" from Automatic to User controlled. At that point
the unreleased versions of your content classes will publish to the
HTML (Draft) variant.
