If you have access to the RedDot Installation manual, there is some
specific instructions on setting up Oracle to work with the CMS.. (see
page 108 onwards)

In particular 'activate Oracle 9/10: Oracle Text' and creating a
'CTXAPP' role for full text searches.

I have no Oracle experience, so I cant help you out any further with
this one!
