Also there a re a few other things you migh tneed to look at.

Are you using IE?
Is your user an admin?
Are any auth packages stopping access? (Test this by adding your user
to the global auth package with all permissions)
How many admin licenses do you have? have you run out and the user
being logged in as a visitor?
