Hi Kenny,
It looks like to me that you want to display the parent page, the
current page and it's siblings, and the current page's children,
except that you don't want to show the current page's siblings that
come after the current page. If you would remove that exception, that
is allow all of the current page's siblings to be shown, then my
navigation template would work for you with very little if any
tweaking.
eg.
Homepage > About Us > Views and Positions > Innovation (Level 3)
----------
Views and Positions
Access and Affordability
Innovation
Intellectual Property Protection
Evidence-based Regulatory Environment
Global Business Environment
Quality and Safety // note that this page did not show in your post
Sales and Marketing // nor this one
