Hi Joel, Yes, your work around is good.
Usually, I use dynamic anchors instead of lists if possible (well, other than lst_navigation, which needs to be a list for nav manager to work). Benefits of a dynamic anchor are: able to reference page or assign external url, individual publication package per anchor, almost everything that a list can do.
