Yes, that is what I generally do, however I think it doesn't give
anyone enough reason to leave.  Why leave when you can ask
questions and get answers?

That is what zoot, guinness, and redhat lists are for however.

It depends on the S/N ratio.  If there is a good S/N, then
moderation isn't required.  If the S/N makes people leave due to
the forum not being used as intended, then the list has failed.

I'm on a few lists like that, and am almost ready to start my own
mailing lists that won't be "moderated" per se, but will
definitely be kept on topic.  In other words, people wouldn't get
the boot, but they'd be asked to not ask certain types of
questions every time it occurs.  That keeps things going good,
and after a short period I think the list would automatically
stay more or less on topic without having to say anything. Lists
need to have mandates that are clear however.
