Short Answer: I'd use latest available.

Long Answer:

I'd use the latest available RH Version (always use latest if possible)
(double check for errata from RH on
https://rhn.redhat.com/errata/rh8-errata.html )

Then I toast the RPMs for
    PERL, OpenSSL, Apache, PHP, and PostgreSQL packages, sometimes libxml2
Then I put all those packages back on from their source so I have the latest
version/fixes/features.
The PHP site (perhaps Apache too) says not to use latest Apache (2.0.43)
with latest PHP (4.3.0) in production but I do anyways (cause it works
(shouts/props to httpd and php developers!)) with PostgreSQL 7.3.  With
those options I have machines with uptimes around 60 days (some more/some
less).  I've upgraded apache and php while "live" with out problems.  When a
new version of RH comes out...I'll put it on new machines, but if it's not
broke (my RH80 installs) then don't fix it (except for security issues...fix
those now!)
