rpm -Fv will 'freshen' an existing package. If you don't have an earlier 
version of perl-CGI installed, it will not install the newer version. 
(and it is silently skipped.) The rpm is not saved in either case, if I 
recall correctly.

Try rpm -Uvh ftp://ftp.tux.org/linux/....
(or rpm -ivh)
