What if you don't want to allow ftp access as well? If the shell is
/dev/null, /bin/false or /bin/true,, the user won't be able to get a shell
login, but they will get an ftp login to their home dir and if this is set
to /dev/null, they will be placed at the root '/'.
I suppose this can be controled in /etc/ftpaccess, but I'm not sure how if
you wish to allow some users ftp access and others only pop.
