I would agree that it's not a substitute for learning the command line. However, I think it is still a great tool for new users and senior admins. Sometimes you want to get something done simply. Many times in forums such as these a new user comes in and has questions about the setup or config of a component that has an involved answer. Webmin is a convenient way to get them going on the right path from a single interface. Sendmail comes to mind, for instance. I would still recommend that they learn the various commands and files involved but something like Webmin can at least get them functional quickly.
