I think I've tried everything.

Here's my services entry:

swat 901/tcp # Samba Web Administration Tool



Here's my swat file:

service swat

           wait                            = no

           user                            = root
           server                         = /usr/sbin/swat
           log_on_failure           += USERID
           disable                        = no
}

So I think I have done everything needed.
