Gordon, I too must be missing something (I've not used rsync before).
Here's what I get:
[cajun@admin cajun]$ rsync -av --progress --stats --partial
duke.eburg.com:pub/linux/zoot-i386.iso ./zoot-i386.iso
duke.eburg.com: Connection refused
unexpected EOF in read_timeout
[cajun@admin cajun]$
