You have to do this , either you 'kill -HUP' it, reboot your machine,
switch run levels or kill it then restart it manually ..
if you just edit /etc/inetd.conf, it will not automagically "realise"
you've made these changes.
kill -HUP `cat /var/run/inetd.pid`
is your friend.
