What I'd do, if I had the expansion slots, is to drop in some multi-port
serial cards and let the Linux box be its own dialup server.  mgetty.  pppd.

Cyclades makes decent ones, and they've been supporting Linux for years.  This
would at least be far cheaper than a stand-alone dialup box.
