The solution I sent only renames the attachments so that they are not
executable... the user has to takes steps to manually reverse it and the
presumes they know how/or know what they're doing enough they they know
that receiving an attchment making jokes about dwarves and snowwhite is
not a joke.

procmail... which is the solution I sent.
